Safety in Baghdad FIR and IRAQ airports

ICAO has issued the following Electronic Bulletin, EB 2015/15 The Need to Assess Flight Safety Risk in the Baghdad FIR and at Airports of Iraq.
 
The following information has been received by ICAO and is addressed to you as the appropriate State Authority of aircraft operator(s) which may use the Baghdad flight information region (FIR).
  1. Information received from the United States indicates concern about the targeting of civil aviation in Iraq, and advises that, according to their information, international civil air routes that transit Iraq airspace and aircraft operating to and from Iraqi airports are at risk from anti-aircraft weapons, including Man-Portable Air Defence Systems (MANPADS), small arms fire, and indirect fire from mortars or rockets. Some of these weapons have the capability to target aircraft at higher altitudes and/or upon approach and departure.
  2. States are therefore urged to use this, and any other pertinent information to assess flight safety risk in the Baghdad FIR and at airports of Iraq. You are also encouraged to contact ICAO (Mr. Catalin Radu, Deputy Director, Aviation Safety, Air Navigation Bureau, by email at cradu@icao.int) to share any additional information you may receive regarding the threat and risk to safety and security of civil aviation.
  3. ICAO will accordingly notify of any significant developments brought to its attention in this regard.
