BeCA Safety Culture Survey 2025

Who is BeCA?

The Belgian Cockpit Association (BeCA) is the only recognised professional association representing airline pilots in Belgium.
Self-funded and politically independent, BeCA works closely with Belgian aviation stakeholders, providing expertise on pilot professionalism and aviation safety.

BeCA represents around 600 Belgian airline pilots and is actively involved at European and international level through its membership of the European Cockpit Association (ECA) and the International Federation of Air Line Pilots’ Associations (IFALPA).


Why a Safety Culture Survey?

Exactly ten years ago, EU Regulation 376/2014 (Occurrence Reporting) entered into force. This regulation introduced structured processes for reporting, investigating, and following up on aviation occurrences and mandated the implementation of Just Culture across aviation organisations.

In response, BeCA conducted a Safety Culture Survey in 2015, which received over 400 responses and was positively received by airlines and the Belgian Civil Aviation Authority (BCAA).

Since then, the Belgian aviation landscape has evolved significantly. However, a strong safety culture remains essential in today’s increasingly complex operations. BeCA therefore intends to repeat the survey to obtain an updated snapshot of safety culture among Belgian airline pilots.

The results will provide:

  • A current overview of safety culture
  • A longitudinal comparison to assess the impact of EU376/2014 over time

Survey Structure, Scope & Data Protection

The survey consists of 45 questions across 6 key topics:

  • Safety Commitment
  • Just Culture
  • Safety Management System (SMS)
  • Reporting
  • Fatigue
  • Flight Data Monitoring (FDM)

Target audience: All professional Belgian airline pilots
Platform: Google Forms
Data protection: Fully anonymous (only basic demographics such as function, company, and experience are collected)

🗓 Survey period:
7 January 2026 – 15 February 2026

The data will be analysed by BeCA experts and shared with BeCA members. A public summary will also be published.
