ECA Statement On Geopolitical Conflict Flight Safety Risks

This conference demands that the risks to civil aviation arising from geopolitical conflicts

are regulated by authorities and states, and managed by regulators and operators, to the

same standard as any other safety risk to aircraft.

These risks include physical and electronic interference with aircraft, proximity to

offensive and defensive airborne weaponry, deliberate state sponsored sabotage, and

flight through and near-conflict zone affected airspace, amongst others.

Just because a risk or a ‘security’ issue to flying arises from deliberate State action, it

does not mean that it is acceptable at a higher level of tolerance than that of other actors.

Whilst in principle threats to Civil Aviation from States are a violation of international law

and should never occur, it is the responsibility of aviation authorities and institutions to

deal with the reality on the ground and in the air, applying the same principles

independently of the source of risks.

Accordingly European Pilots call on European institutions and Member

States to immediately define the same low level of acceptable risk to Civil Aviation

arising from geopolitical conflicts as for any other safety matter and regulate

to fully require manufacturers and operators to manage their products and

operations to meet this standard.

European Pilots remind the right of aircrew to work in a safe and secure environment, to

be informed of risks and mitigating measures made to eliminate or reduce risks.

Furthermore, crews need appropriate training and tools to manage risks. European

pilots call on European institutions, Member States and national authorities to

take all necessary measures to guarantee this right.
